A senior United States official has taken part for the first time in international talks with Iran over the dispute on nuclear program.

The official, William Burns, is joining envoys from the EU and permanent members of the UN security council.

Iran Foreign Minister Manouchehr Mottaki in Ankara on Friday welcomed the US senior diplomat taking part in the meeting between Iranian nuclear negotiator Saeed jalili and European Union Foreign Policy and Security chief Javier Solana.

He said that he expects the talks in Geneva will draw up a modality plan for settlement of the dispute.

Mr Burns' attendance is being seen as a major shift in US policy.
