Palestine-Refugees Dilemma
Resorting to the excuse that repatriation of Palestinian refugees would change the population ratio and the anthropological map of the region to the loss of the Jewish identity of Israel, the Zionist regime has always been resisting against their repatriation.

In that respect, Tel Aviv has also resorted to certain justifications during the past six decades, among which we can refer to the issue of the Jews that have been sent to exile by Arab governments after the establishment of Israel.

Israel has also argued that the United Nations General Assembly cannot ratify resolutions abiding by which is obligatory, save for those on its own budget and those on other financial matters, thus rejecting Resolution 194 and all its 143 repeated versions.

In addition to that, the Zionists argue that since the Palestinians are not regarded as Israeli citizens, talking about repatriation right for them is meaningless, particularly more so, since in the text of the Geneva Convention the repatriation right is referred to as a personal, and not a group right.

The process of events, and even the results of the 2007 Annapolis Conference prove that without finding a practical solution to the refugees' problem finding an applicable peace initiative for the Middle East is absolutely impossible.

Similarly, most significant matters, such as the fate of the occupied Holy Qods, the borders issue, the establishment of an independent Palestinian government, and... have all been mainly ignored in all such so called Middle East peace initiatives.

That is to say, the key success of any such peace initiative, in addition to addressing all those important matters, would be recognizing the repatriation right for 75% of the population of an oppressed nation that is living under severely tough conditions in exile in various countries.
